It means freedom has limits, otherwise you have anarchy rather than freedom.

I think it means that freedom includes those things we can choose not to do, that is, there are some things we can not be forced to do. We are free not to attend church, free not to work, not to join a union, not to marry, not to have children if we so choose. There are probably better examples....but none occurs to me.

It is suggesting that we are only really free when we can get away with doing anything.
