It depends on where you live. The announced price in the U.S. is 250 dollars. Sales will begin on November 19th, and they have anticipated that at least 30 different games will be on sale before the end of the year, and of course it plays all the Gamecube games out of the box. It will come packaged with one set of controllers and a collection of five Wii sports games on one disc.
It's amazing how all the third-party developers have jumped on board the whole Wii thing. I could give you a list of quotes, but suffice it to say that many major development studios are wildly enthusiastic. Expect a lot of games that take advantage of the unique control system.
As far as DS versus Wii... that's hard to call. The DS is already well established with lots of games out, and it also provides some very different game experiences with the touch screen. They're about to come out with a web surfing tool for the DS which will be pretty snazzy too (I've seen the Japanese version). As of September DSs represent 70% of the handheld market and DS games regularly dominate the top game sales.
I'd say go with the DS first, and if you like it then plunge into the Wii too.
