I'd say your best bet would be to get several volunteers and have them keep a daily journal of their mood and activities. While they are doing that, you keep a record of what the weather was like each day. When it's time to write up the experiment, just collect the journals and see if their is any correlation with your weather records.

if the weather cooperates: on a sunny day ask twenty people out of the blue "hello, how is your day today!?" Record their reaction to your question.

Do the same on a colder day...

I think the reactions would be very different.
But you would need the weather to cooperate with you. Depending on where you live and how long you have to do your project, it may be possible.

good luck on finding a good science project.

maybe when the weather is good observe peoples behavior and that kinda thing, call up friends and stuff. then when it's bad do likewise. watch the news. watch the clips on the web from like catostrophic events like the recent hurricane, or the lousianna stuff. How diff ppl dealt with it.

Try a search for "environmental psychology", you should find a wide variety of material. I know when I was in school we tapped into suicide rates in countries with long periods of winter/darkness.
