Means your water balance is off. Change half the water today, and add salt for freshwater fish to treat the problem. In future, reduce what you have been feeding. The extra food produces extra waste, which affects the water quality in something as small as a Betta bowl or tank rather rapidly.

If your betta (pronounced bet-tah, not bay-tah) is kept in a non-heated aquarium or small bowl, he is most probably affected with the ich parasite. How he got it is probably from the water he was in at the fish store. A lot of people just dump the water into their tank along with the fish. You should never use any fish store water in your own tanks, always discard it.
Bettas are tropical fish and therefore need temps of around 78-80 degrees. They will live for a while at room temperatures, but the lower temps will compromise their immune systems and they will eventually die from some opportunistic infection.
The ich parasite is an organisim that thrives at lower temps. Ich parasites are not able to reproduce at temps over 85 and so the best cure is to raise the temp to 86 for 10 (ten) days (their life cycle is 7 days) this will ensure that they cannot reproduce and continue reinfecting your fish.

It sounds like maybe a fungal infection or ick to me. You may not think it is ick but ick causes little white dots on the fishes body. I would get some medication and feed him food high in nutrients that run a low risk of infection. Like dried blood worms, peas (yes peas, but only the frozen since any germs on them would be dead and they don't have so much salt on them), meat, and stuff like that. Of course then you may spoil him to the good life of food but he could get better. Check out http://www.bettatalk.com/betta_diseases.htm for more info and exact treatments.

You can google help for your betta. there are lots of helpful websites on the net. Or go to the pet store & look at the betta books. They can tell you what to buy to add to the water to get rid of it. He will be OK!

Betta's molt and their heads can get flakey and whites marks appear.
If your fish doesn't die, don't worry bout it.
