Seriously, that is the ultimate question because everyone would want to live there.
I enjoy Pennsylvania, but I just moved out to Pittsburgh. Cold is relative. Pa may be cold to you, but I've lived here my entire life.
It even gets hot here...
If I had to guess, I would say the mountains in North Carolina or Virginia...
As for me, I will stay in PA because the winter is not too bad. This was my first 7 months in south-west of PGH and I would give it a grade: B for weather, but jobs are dependant on experience and what kind you are looking for. Winter wasn't too bad, if your not from north of here. If your not used to snow this is still OK because of public transportation.

I have lived all over the country due to being active duty USAF. I currently live in NC and you really can't beat it with a stick, as they say around here. Check out the research triangle where there are more PhD's per capita than anywhere else in the US (Raleigh-Durham-Chapel Hill); Charlotte is really nice, and if you like the beach, think of Wilmington, NC. I rather like Washington State. Wonderful temperate climate. no income tax. But if you;re are really concenred about crime you'll have to locate outside the Seattle/Tacoma area -- places like Spokane, Walla Walla, Vancouver. The tradeoff is that you aren't going to find as many employment opportunties outside the major cities. You didn't say what you wanted to do for work.

I live in Texas (dallas ft. worth area). I really like it here because you can choose to live in the country, a suburban type of neighborhood or in a downtown setting. Texas is full of choices. For me with a 20 minute drive you can see all three of the above and there are tons of careers to choose from.

I don't know about the crime rate, but San Diego, CA has a great climate and is a lovely place to live.

Answer is obvious, MICHIGAN of course. The climate varies, i think you will get that everywhere but there are jobs and many other opportunities. The area that i live is small and very nice and every one knows everyone. Check it out!!! You will be glad you did.

lol you're not asking for much are you? (just giving ya flack)
well, the boom in the southwest hit denver, vegas, texas, and phoenix back in the 90's. I dunno how they panned out (although I do know phoenix did kinda hit the skids) But I live in New Mexico, and some of our places are ranking in the fastest growing in the country. (everyone but us caught the wave, but now it's our turn ;) )
Being in the rocky mountains, you have a variety of temperature ranges. In the lower elevations it does get pretty hot, but drive 45 minutes, and there's a ski lodge.
I hate to sound like a tourism ad, but ya might wanna look into NM
(I gotta look out for my state hehe)
