Shampoo washes dirt and human hair oil out of the hair. Conditioner makes the hair easier to comb/brush out, and restores shine, body and pH balance to the hair.
Depending on your age and the condition of your hair, you don't always need to use both. If you have questions, talk to your hairdresser. Young people may not need conditioner because of their growth hormones, which can make hair oily. People who are over 30 may need conditioner because they no longer produce as much oil. If you bathe often, you may only need to shampoo, and not condition, every time. Shampoo and condition one day, then the next day just shampoo, and alternate.
Because of age and hair condition and hygeine preferences, there aren't any hard and fast rules. Shampoo to clean your hair and condition to put some moisturizer back into it.

Well, first you use shampoo to wash all the crap out of your hair, including the natural oils!
And THEN, you use conditioner to put back the natural oils and to trap the crap you need to use the shampoo for again the NEXT DAY!
