Think about heating a pot of water on a stove. When you put the cold pot of water on the stove, the water is cold. Even after you start the heat (gas or electric) you can still put your hand in the water. It is only after while that the water begins to get warm to the touch. After the heat is turned off, it is still warm (or hot). Think of this as thermal inertia.

The same thing happens when the sun rises and sets. The air has cooled overnight, but doesn't heat up immediately at sunrise. Even after sunset, the air (and land) remains warm. This is the reason why (thermal inertia) that the hottest part of the day is not at 12 noon or when the sun is directly overhead, but usually in mid- to late afternoon.

It's cold in the morning because the sun hasn't risen yet which keeps things cool since it's not radiating on land. And as it get's later during the day when the sun has risen for a couple of hours, the day begins to get warmer which is why the evening is cooler.

It has something to do with the location of the sun. It's cool in the morning because the air has cooled down due to the absence of the sun in the evenings. And the sun is just rising. It's hotter in the evening because the air has been heated by the sun during the day.

Why is an oven cold before you start the heater, but still warm even after you've turned it off? Same thing.
