In IE, click Tools then Internet Options. You will see a section labeled Home Page. Type the address of the page you would like to use in the text box, the click Apply, OK.

Go to the website that you wish to make your home page. At the top of your browser, assuming you're using IE, click Tools>Internet Options. When the box displays, at the top you'll see the 'Home page' section. There you'll see a web address in the 'Address' heading.
