From my own observations over the years: It's better planted in full sun but does quite well in indirect light, even at the end of a tree [drip] line. In really heavy shade, arborvitae can get spindly.

While Arborvitae will grow in the shade, the branches will elongate and try to reach the sun. In my experience, if you prune off about 1/3 of each years new growth, you'll get enough branching along the stems to keep them from looking too spindly. Do this in early summer (early July in Zone 4). Have you considered Taxus (Yew), It's also shade tolerant and evergreen. 'Hick's' Yew is very columnar in habit, and also responds well to pruning. It isn't however, as tolerant of winter wind and sun as Thuja (Arborvitae).

Thuja plicata (western arbovitae) will handle a bit more shade than Thuja occidentalis (eastern arborvitae). One common T. plicata hybrid is Thuja Green Giant. That one, at least, should not be hard to find.

I planted some in shade and partial sun. The ones that were in the shade didn't grow as well as the others . They didn't die but were very slow to grow.

No, they'll grow rather more sparsely; the upright varieties will grow weak and tend to fall over as they get tall. We've made that mistake.

Everything I can find on them says basically that while they'l grow fine, they tend to be scraggly.
