Joint stipulation = you both agree on the facts

no, joint stipulation means whatever they agree to is acceptable. neither parent is demanding custody or they have agreed to who will have resident custody before going to court for finalization, basically, its an uncontested divorce action .. no elements of the divorce of property equity or custody are being disputed. they came to agreement before the divorce is granted. what happens then is the judge reads it, asks if both party's concur (agree) and its over.
