You don't need a tool to measure the circumference of a circle or round object. Simply mulitpliy the diameter of the circle or round object by Pi and you will have your answer.
example:
diameter or circle of 1/2" (.500)
.500 x 3.14159265 = 1.570796325" circum.

You say object, so I assume this is a physical 3-dimensional item. You say round, so I assume it's spherical. If it's not spherical, then you have a variety of possible circumference, and you'll have to decide what you're measuring.
There are 2 ways to measure the circumference.
1) measure the circumference. use a cloth tape measure, or anything non-stretchable. arrange the measuring tool around the largest cross-section.
2) measure the diameter and multiply the result by pi. this may be easier since there are products on the market (such as micrometers) designed to measure the diameter of objects. but those only work for relatively small objects.

The question isn't too clear however I think I know what you mean. If you put the string AROUND the round object, this is the circumference. If you put the string just along the face, this is the diameter. If you know the diameter, and you need to find the circumference, use the equation: Circumferece= pi x d Pi is 3.14 d is the diameter If you know the circumference, and you need to find the diameter, use the equation: Diameter= C/pi Pi is 3.14 C is the circumference

Do you mean a two-dimensional circle? A sphere? ??
If it's just a circle, you could use a compass to find the center and then measure the radius and use the formula for finding the circumference.

you will need a tool called "outside calipers"
you can adjust the calipers to a point where the tips of the calipers touch opposite ends of the round object. then, you can measure the distance between the tips of the calipers with a ruler. that will be the diameter. you can multiply that diameter by pi (3.1415) to find the circumference.

I'd have to say a ruler. Isn't the circumference formula pi r squared or something? Use a ruler, find the radius, or r, multiply it by pi (3.14 was good enough for my class, but I've been outta school for a while), and then square that result.

Round as in spherical? You'd have to do some math, or just get a cloth ruler, the kind that tailors use to measure around your waist or something.

Use a ruler and measure the diameter than times the diameter by 2 and that's your curcumference!
