I dont understand economics :-( help?

if/when we have limited resources for health care (Ex: flu vaccines) how should they be rationed in different parts of the united states? or two whom should they be rationed to? and why... im confused.

Health care is rationed in a way, based on money. Wealthier people can afford more or better health care. When there are new vaccines, or vaccine shortages, I believe they first make them available to those most at risk (e.g. the flu is much more likely to kill the elderly and children)
