It depends on what you want. Times Square in New York would be great for those wanting a traditiional crowded, noisy celebration. The rooms right in Times Square book up way in advance.
Las Vegas would be another traditional place that has so many things to do besides the New Year's Party itself. Don't miss "O" at the Bellagio if you go. The show is awesome!
If you want to ring in the new year quietly, find a romantic getaway on the coast or in the mountains and have a private celebration.

Your own home. Because it's amatuer night out there on new years eve and even the experienced drunks stay home, plus your much more likely to hit a police roadblock(maybe literally) then any other night! Then, when you've had enough, your own bed is only a short stumble away!
