Could it be a flower bud?

It could be a fungal disease which produces small swellings called gall's. It depends on the area it is growing and if it is growing on any other stem, gall's normally group and are typically powdery and misshapen. look at the health and vigour of the plant overall and if it looks like the leaves in the area of these swellings are withered or mottled, remove with secateurs and burn the debris. Don't forget to sterilise your tools after cutting diseased material as it can be transferred from plant to plant on the blade.
