Keep a private journal and document this bully.
Keep a cool disposition.
Go your union supervisor and seek counsel.
If that is not an option, then go to the supervisor
above the bully.
I once was in a situation where the bully was my supervisor. The supervisor, a woman, ridiculed me in front of my colleagues. I was steaming mad. Afterward I went to her office and told her I did not appreciate her conduct and if it happened again I'd take this to her manager. That ended the problem. I don't know why it takes drastic measures like this to get respect but apparently you have to be a little combative. I totally hate confrontations. If I could do paintings by a lake away from people I'd be most happy. If I was in your shoes, I'd be applying for jobs in other parts of the company or seek work for the government. Managers in your company are not doing their job or are trying to push you out. Get a better job. Good luck.

In this day and age you friend is likely a liability in costs if he is on their corporate health care plan and gaining the many benefits of medical/dental/eye/drug coverage that are so critical in modern society. This is likely a pattern and the individual would do well to ask about, research the net, look to state offices for a history of complaints and check with the better business bureau and other consumer advocacy groups. If a union is in place, the individual's union rep. should be informed about this as well. The only thing they have done "wrong" is in the eyes of corporate America; and that is to avail themselves of the health care they needed and may still need. Sad statement on society, eh?

Ok, so the long and short of it is that your friend is being bullied. First of all, write down all of the incidents and use full examples. After about 2 weeks, make an appointment with the HR section and speak to them, take a colleague in, if necessary to take notes. Ask HR to take action, if they don't then take it to the highest authority. IMHO public sector jobs are full of petty bullies and they need to be staped out. Good luck.
