yes, in an electrical storm (lightning/thunder). Because the electricity could lead to a surge, or other issues that can make electrical items, of which a computer is one, blow up, or otherwise sustain damage. It goes for all electricals - TV, stereo, microwave etc, not just PC. you should turn it off at the power point, so that can't happen.

If you have lightening storms in the summer where you live it is safer to not only power down but also to unplug your computer and unplug the telephone wire from your equipment. Lightening will jump right through on/off switches and eat surge protector power strips for breakfast. Brownouts and loss of AC power usually don't destroy computers but may cause data loss, BSOD's etc. Computer centers get regular severe weather updates all the time.

If you are concerned about power surges, try getting a UPS (uninterrupted power supply). In the case your electricity goes out, the UPS acts as a backup battery to allow you to safely save your work and shut it down.

Better shut it down when there is a thunderstorm especially if you have a modem and phone line... You will never know If a lighting will strike on of em poles and run through wires with your phone line with it...
