Generally you can't buy within the EU in a duty free shop. I always buy duty paid in tobacconists. Some airport shops will only sell duty free stuff, but sometimes they also sell the duty paid products. I had a similar problem in Turin so now i always buy before going to the airport. They are always going to be cheaper than the prices in the UK.

Were you flying somewhere internationally from Verona, or was it a domestic trip? If it was international, then I'm stumped. Maybe something with the new security measures?

because verona is in europe and duty free airports are legal.

If you are an American citizen holding an American passport, purchasing tobacco products outside of the United States is illegal. Virginia Slim gets pissed.
