Generally you can't buy within the EU in a duty free shop. I always buy duty paid in tobacconists. Some airport shops will only sell duty free stuff, but sometimes they also sell the duty paid products. I had a similar problem in Turin so now i always buy before going to the airport. They are always going to be cheaper than the prices in the UK.
