Of all starters (I will leave backups out). I would say Aaron Brooks, Mark Brunell and Drew Bledsoe (I dont care what his stats say, that guy sucks)

There are plenty of bad players just look on the practice teams and 2nd and 3rd string there are too many players who dont play at all to name them.
