On level 2 you have the ability to do more things. You can rate, vote, answer and also ask more questions. The more points you accumulate the quicker you get to different levels.

I had the same question on my mind at Level -1, but then i got the answer after reaching Level -2 . it will be the same with you.

You can rate people as soon as you become a level 2. The thumbs up and thumbs down, that about all the difference is.
