can they be forcasted as a warning before a watch??for instance...they are calling for warnings all day...instead of saying watches first?

A watch means conditions could produce severe weather. A warning means a storm is occurring now.

A warning can be posted without a watch. Just the same, a watch can be posted, but warnings may not be posted for your area.

The definitions determine your answer.

watches are posted before warnings, meaning theres a strong possibility of them. warnings means they are definitely coming but its a matter of time. if u got no watches only warnings it means ur gonna get hit no question

Sure, its just a difference in probability. If there is a higher probablility of a storm, it will be a warning.

warnings mean looking out for developing storms, watches mean there is a storm and theyre watching it to see where it goes
