I suppose the inference is that to do this would require dismantling every city with plastic components of some sort, and I presume that is the "trick" in this question - except there are cities in primitive areas where plastic played no part in their construction.
So not even the questioner has a clue as to what the "right" answer would be.

if it was made into a city, there would be 1, since a is one. However, if it was made into buildings, there would probably be enough to make about a hundred fair sized cities.

define city by volume, weight, area, or some other factor then ask again.
a city is called a city because of its population density reaching a certain amount of density or above. if your plastic city has no residents it is in fact not a city.
