There probably isn't one.
Even the upper end, like Red Lobster, 99, Outback Steakhouse, etc are mediocre.
Ask a local where you are where to go - you're always better off at a privately owned place than a chain.

I like Panera for a simple meal. Hard Rock Cafe is good for the atmosphere and their food is reliably good too, but I guess it depends on where you live and what you like to eat.
