I started wearing bras when I was 8 or 9. My mom made the decision because you could see my nips under white shirts and that's not appropriate, also I went from flat chested to a B cup over night it seemed. I guess I was an early bloomer and I was also very petite at that age.
I suppose as far as where to go to buy her a bra, it would depend on exactly how petite she is. I know that Victoria's Secret(VS) carries bras as small as 32A in some styles. I would suggest, if you don't mind the price, getting a "no wire" bra from VS. They carry it in just about every style there. I used to work there and had women come in all the time with their young daughters looking for a first bra.
But if your not looking to spend that kind of $, JC Penny's has a bra section near the girls/juniors (usually this would depend on the store) that has a "no wire training bras."

If she is developing, then you should get a training bra right away. (I have noticed that girls who don't get a training bra right away when they start to develop end up with kind of saggy breasts when they get older.) Also, even though she's rather young, if she is developing you need to explain the changes that are happening to her body. Especially because her peers will probably not understand what is going on, and think she's weird and possibly tease her about it.

Wow, only 7 I'm only 13 and I didn't need a bra till i was 10! My suggestion is a sports bra or a very thin material one so she's not uncomfortable. Also since she's only 7 she will probably want to run and tell all her little friends she has one, so explain to her that a bra is something you keep to yourselves, and no one needs to know about it but you and her.

Start with those exercise bras that are stretchy and comfortable just give her the information she is seeking. It may be to early for the big Talk. Boys will start to notice if she is developing and shows through her clothes. The make those camisole type bras in small sizes.

I started wearing a bra at age 8. Kids seem to be devleoping even earlier now than they did then. It is all based on individual need. Take her shopping and see what fits her best. If you wait, she will be made fun of by classmates, pointed at, etc. They WILL notice. (My 8 year old points out the need on her classmates). Never put off what is needed now.

don't give her the full talk. just tell her you got her presents (bras) and explain what is happening, what they are for, and why she needs to wear them. Bra tip: dont get her pointed cups, they can be embarrasing. Get her a padded bra in her favorite color. She will feel comfortable and mature.

wow! 7? i didnt need one till i was 12. (LOL) its quite funny but i have worn the same bras since 7th grade and now im in 9th... i um...dont grow much. LOL
get her sports bras or bras that arent padded.
