Because in the beginning back in the late 1950s or so when they started to become popular as *outerwear*, the old-school undershirt would be literally cut that way, as in made from two T-shaped pieces of cloth that were just big enough that you could sew the seams up, and have a proper shirt with a collar, sleeves and the like. Back then shirts and sweaters that were cut that way from thicker material were called "pullovers" I think....
Of course now, the word "pullover" mainly applies to sweaters. :)
And most t-shirts, or tees, are cut and sewn differently now because the old "tee" cut did cause bunching up under the arms, or really tight shoulders. Still, the really cheap ones, or the ones that are actually sold as undershirts are still on occasion cut that way.

I always assumed it's because when you spread it out, it has the shape of a tee. Or a 'T'.
