you don't have to know programming to make a website, however to make a good website you must know at least HTML / CSS / Javascript. for client side.

maybe more languages for server side if you need to

Well html isn't really "computer programming code" - its really just a set of opening and closing format tags. But no, you don't even need to know that much to make a website in GoLive.

But you will make much better web sites if you do know it. Any pro web developer will know html, because you often have to tweak the html or cascading style sheets to get a web page to work properly in all browsers.

You don't have to need programming to create a web page , only some HTML tags are needed to create it (if someone have the concept of JAVAScript then it would be more better) . You may also create it using Frontpage or Dreamweaver . You will find it very much easy using them (the HTML tags will be written automatically).
