Hello,
That is a very good question. We would have to look at all who are in jail, all who are on probation, all who are awaiting their trials in jail, all who are jailed at home electronically. and then you have to ask, many felons loose their "rights" once convicted. Loosing one's rights is the same thing "as being under control".
It disappointments me to say but the US prison population is only going to increase disproportionately to the population.
Also, we are all pretty much under the control of the police. Try reasoning with them and see how far you get.

i just heard a statistic that said that one out of every thirteen people in the US is incarcerated..
