Peyton Manning is the most talented, no question. Vick is nothing more than a running back at the QB position. Because he can run does not make him "smart".
"Smart" is defined more in terms of using your available resources to their achieve maximum offensive output. I think Manning continues to show this over and over again. He looks at more film of his opponents than they look at of themselves. He knows tendencies, matchups, weaknesses. And when you see him on the sidelines, he is still studying during the game, looking at overhead photos of the defense as they adjust. The guy is just on a whole different level.
Tom Brady is a guy that isn't quite at the same level as Manning but has this amazing ability to make something out of nothing. He knows his own team so well that you get the sense sometimes that he knows exactly the steps it will take to win the game and all he is doing it connecting the dots.
There is a massive gap between those two guys and the rest of the QBs in the league but there are some younger guys that are getting better. Eli Manning is showing some of those signs of greatness. Palmer has done some amazing things in CIN.

I would say it is a toss up between B. Johnson and P. Manning. They both do very good at managing a game and make very few mistakes. Manning does put up bigger numbers than Johnson, but that doesn't make him smarter. It's how they manage the game that determines that.
