Depending on the location. I believe in NYC that was one of a slew of ways to fight the ticket/ prove that the ticket was invalid. (others are wrong Tag number, wrong registration expiration.) One thing though, while you could fight it and you may be right, you may still be unsuccessful.

Take it to court and fight it, you may be able to get it tossed on a technicality. "The officer was walking as he wrote the ticket, walked past the black car 2 spaces and wrote my license plate number". If the officer doesn't show they toss the ticket.
