the absolute first thing you need to do is find out whether or not the network of the person you're trying to send a text to is on the list of networks your cellular service provider can send text messages to. Once you find this out, if it is on that list, put in the FULL number of the person you're trying to text (this means the international dialing code of 011 or +, you can use either one, I find it easier to use +, the country code, their local area code, and the number itself). If it still doesn't go through, check to make sure. It may be that they can't text to your network to say they received your text. Or maybe their phone was off. Hope that helps you out :)

Call your service provider and tell them you ned international text messaging if it is not on your plan as a feature you will not be able to access it . No provider has a pay as you use international text feature. Once you do that and the feature is added to your phone make sure you power the phone off to reset it and make sure all service updates are there. Then text as usual
