Here are my suggestions....
+ CoverGirl Perfect Pointe Eyeliner is beautiful. It stays on and is self-sharpening, all you have to do is twist it up. They have a very nice black shade that I am wanting and a very nice midnight blue shade that I own which I highly recommend.
+ Suprizingly, MaryKate and Ashley eyeliner is auctally pretty good. I liked their black shade but have never tried any other shade. It is also a twist up tube. I am not sure if you could get it at Target however.
+ Some of my friends have started using Maybelline New York Line Stylist and say that it is very good. It always looks good on them, so I think it is a good product!

Definitely the BonneBell EyeDefiner - it's super-dark, stays on for a long time, & is very smooth during application.
If you can't find that one, go for Revlon ColorStay Eyeliner in Black. Mine is waterproof, & it works wonderfully!! It's a twist-up one, so it's always nice & smooth.
Neither are very expensive - less than $5 - & last a long time. Hope you can find what you're looking for!!

I love me some Target. Try Prestige eyeliner. Not sure if they carry it at your local Target but I know that you can for sure get it at Walgreens.
They have a great waterproof easy on, easy off. It is a pencil, but the wood of the pencil is black too. That is the best one for me.

The best one of all time is the Maybelline brand. It comes in a red stick and its awesome. The only downside is that you have to sharpen it yourself.

Cover Girl Perfect point eyeliner I use this and love it it glides on easy and has a self sharpener when you click it.

I like revlon color stay or cover girl liquid...i want to say its cover girl...the bottle is like cone shaped pretty much...the bottom silver and Im assuming the top is black...if its not cover girl then its maybelline

get the kind that feels like a crayon and twists up so you dont have to sharpen it...lets lee....the n.y.c one works ok...I used it once when I was broke and it was ok for cheap eyeliner....but I usually go for maybelline...
