The big issue here is who's ox is being gored. The threat of the IRS has hung over conservative churchs, but not minority or liberal churches. In this case it is the latter. Conservates complained that black churches are used by politicians to speak from the pulpit. In the long run using the IRS means everyone loses.

and what did they do to be noticed by the IRS?


If they did sothing stupid like take a political stance on something during a sermon, etc. the IRS will most likely win

It is NOT God vs. the IRS, but humans against humans. And in this, case, the IRS has more resources, greater patience, and the public might against some wackjobs who decide that they don't want to play by the rules.
