It shouldn't take that long. Usually apartment managers prefer to accept many applications, then offer the unit to the most qualified tenant. They don't want to tell you that you didn't get the apartment just in case something doesn't work out with their first choice. So it probably means that you should keep looking.

I am a landlord and it only takes me 10 minutes to do background checks, However calling references, employers, previous landlords can cause delays.
On the other hand, my policy is I only notify the applicant that I approve. If applicant has not heard back in 48 hours, it means they are denied. If they want to know why, I need in writing with and ID before releasing any information.

Background checks and people for refrences if these are bad numbers they will take longer. Typical background check if you are not paying for it is 5 days.
