Since cream has no hair, I'm not sure how it would even be possible to shave cream...
It is legal to use shaving cream to shave your body hairs any day of the year.
It is illegal to make a mess on someone else's property any day of the year. This includes using toilet paper, eggs, shaving cream, soap, urine, flammable chemicals, or your bare hands.
It is also illegal to shave people or animals without the permission of the person, or owner.
Getting prosecuted for such pranks is pretty rare, but can happen, and can lead to fines of up to $100,000 dollars, just like littering. Some homeowners are willing to allow people they know to TP their house, but you should get written permission from the legal homeowner beforehand. Proving that this written permission is valid often requires the presence of a notary citizen, who will usually charge for their services.
Police are aware that pranksters traditionally target certain areas for pranks more often around the Haloween time, and therefore, they set out on the patrol. Sadly, child molesters pretending to be police officers also sometimes set out on patrol about this time, and make quite an example of certain unfortunate pranksters.
Why not just go out trick-or-treating? I'd imagine that getting a bag of candy to eat would be more rewarding than running from men in uniform who may or may not really be police.

It is illegal, at least where I live - stores in this area will actually pull shaving cream, TP, baloney, and silly string off shelves at closing the night before and you had to be over 18 to buy it for that day - the drug store I worked at, where all the "cool kids" like to hang out in the parking lot, had a police patrol taking away anything that could cause vandalisim in the hands of a minor all halloween night.

In California, where I live, vandalism is anything that damages or destroys another person's property - this can include toilet-papering, especially if eggs or other materials are used in conjunction with the TP. It could include shave cream, because when it dries on car paint, it can leave damage. Graffiti falls into this category, as well.
Depending on the damage done, if it is under $400 it is a misdemeanor, if over $400 of damage, it is a felony.
Pretty serious risk to take, especially if you get caught.
