So my mom sent me a letter, and when I got it, the side of the envelope was open, which I noticed after I opened the top of the envelope.

I read my mom's letter and she says she is sending me money. She had told me in the phone she was going to send money so I could send her some pictures.

Is there anything I can do with the post office or whatever, to get the money back, or atleast investigate at which point the letter might have been opened?

If your mother sent cash through the mail, nothing can be done. There are all kinds of advisories about sending cash through mail, and I believe if the post office is aware that cash is in an envelope they won't even accept it.
