Little kids are discovering the world and the best way to do that is by looking around and trying to understand what they see. Thats why they stare. As for picking thier nose in public...Not picking your nose in public is a learned behaviour. Kids pick thier nose because something up there is irritating them and they want it gone. It's hard to breath when your nose is plugged. Why do you pick your nose when you are by yourself?

I am lucky that my younger siblings so far don't do that. But, I think it's all in how they're raised. I mean, if it's acceptable at home then it's acceptable in public, at least that what the kids think. If the parent tried to end the bad habits at home with punishments such as lost privledges and time-outs, the child would no longer to it at home or in public.
But I guess the biggest reason is because little kids don't get embarassed very easy. I mean some of them would walk thru the mall naked if you let them. They don't realize that what they're doing is wrong until you point it out and try to stop it. Even at that, kids will be kids, no doubt about it!

no one really knows why. they just do. next time you are sitting in a car at a red light, check out the other cars and count how many adults are picking thier noses in the front seat while thier kids are doing the same in the back seat. don't throw up when you actually see them (adults) eating snot.

Because it's funny to see a little kid walking with their finger in their nose. My daughter does it and when she pulls out a boggie she yells Pick my nose. It's just funny, they get over it.

I do it too sometimes, usually when I'm nervous. Some pick their nose, some touch and play with other parts of their body. (Hands, feet, hair, etc.) Like everything, they're experimenting with their senses (specially smell and touch), and unless they hurt themselves, it's completely normal. Try and accept it as a normal thing, lest they start looking for negative or secret alternatives for it, (eating, bitting themselves, sucking their thumb, putty).

They are just exploring new things, and are fascinated with green stinky substances.... and it gets them attention when we are appalled by it and say 'ewwwww gross'... this is funny to them and they aren't yet aware of the differences in negative and positive attention.

Because they are curious and their parents have not yet taught them about what is and is not appropriate in public.
