I noticed quiet a lot of times that some people offer you points for diffrent things. I'm just wondering, how can you give points to other people?

You can only give one person 10 points by selecting them for the best answer. You cannot give points to anyone else in any other fashion.
People get two points for submitting and answer, and they can get one point for voting on the answer for a best answer.
There are no other ways to give or earn points. People who put an offer of points in their question are just leading other people on in a hope that someone will answer their question. (Oh, and thanks for the two points for answering this question, but I am trying to go for the 10 points in creating a best answer which is why I try to give complete answers and respect the questioner.)

You cannot give points unless you have several people working together. They ask lots of questions and then choose each other as having the best answer.

I'm interested in how someone can give me 30 points for an answer.
Theoretically, it appears that you can get points for a voter selected best answer, but I'm still working on that one

They give people points by "guaranteeing" them that they'll pick their answer as the best so they get 10 points.
