When you look at yourself in the mirror, you're looking at a reversed reflection. You become accustomed to this reversed view so you tend to miss certain features about your face. When you see a photograph, you see an unreversed image (how everyone else sees you). You're not accustomed to this so you see yourself as a different person and then see all your flaws.
One other thing. Photographs are still images. They don't always convey well how you really look. If you use a video camera, you'd get a better idea because you look different in motion. The mirror is similar to a video camera because you're in motion, but it's still a reversed image and you can't see yourself from the sides in a mirror.
If you think you look like a transvestite, that probably means you're using too much makeup or dressing flamboyantly. Try using less. The mirror usually has a lot of light and will make you think you have less makeup on than you really do. You should estimate far less makeup than you think you need.

Well, the photo is an accurate portrayal of how you look...at that moment, at that angle, in that light (flashes can be very harsh)...it is a very specific situation. In a mirror, you are probably moving a bit, and standing at such an angle that it maximizes your looks, and you are probably more relaxed. I believe that looking good in pictures a skill that can be learned (we went over it in show choir in high school). A lot of it is also going to be dependant on the skill of the photographer (light and such), but there is plenty you can do to help.
Practice a smile that you like, keeping in mind that if you don't want to show teeth in your smile, it will probably need to be a smaller smile to look attractive. If you want to show teeth, if you have an overbite, position your jaw so that your teeth line up as good as possible and flash a big smile. It may feel cheesy, but it will probably turn out looking great in the pictures.
Make sure you watch your posture, and consider standing/sitting at a slight angle. That ususally ends up looking more attractive than a straight on photo.
Also, remember that flashes can be quite harsh, and seem to be even more so with digital photography. So, you might want to wear a bit more makeup than usual to avoid looking washed out, if that's a problem you are having. Not too much, of course. :)
Good luck!
