Faking your own death. I know that in the US at least, if you fake your own death and disappear for seven years, which is the statue of limitations on punishing the crime, you can get away with it. I dont know if that works anywhere else though.

Illegal immigration. You cannot leave your country without the proper papers, but if you get out they can't do anything about it.
