Electric heating cannot compete with gas heating unless it is heavily subsidized.

1 KWH = 3.413 MBH

For electric heating to be more economical than gas, 3.413 times your cost/KWH must be less than your cost/MBH of gas. This is rarely the case.

Economy 7 only works at not peak times - night, early morning times - so you would not retain the heat all day in the winter. Gas is cheaper for water heating over a long period. Electric is more efficient for short term use though in that it heats-up more quickly.
