I would say NO. When you get stabbed by a rusty nail you have to get a tetinus shot so I wouldnt think they would put something that would rust in your head. I would assume it would be a type of metal that would not rust and stay strong, maybe titanium? I dont know, leads to another good question.

if it's not the right type of metal yes it can..... that's why they are using titanium for plates, pins, and joint replacements. plus the titanium generally is not picked up on metal detectors so that's a plus
i know cause my cousin has a plate in his head and my grandfather has had both of his hips replaced
