it gets put in water and then stands to dry and dries slowly and the metal used to attach the plastic bristle is cheap so they rust

The presence of rust on the brush is from the metal that the bristels are connected too. It is just a low carbon steel as it is cheap and easy to manufacture, but it also rusts easily. (A cynical person might suggest it is made this way so you have to replace it sooner).
You can try to clean it with CLR or another harsh cleaner, but that is probably more work than is economical. Best thing to do is to replace it with an all plastic model, or a disposable one.

It is from the water, germs and etc. to keep it from doing that sooner use a cleaner that contains bleach or just use straight bleach. then when you are done be sure to shake in toilet before putting away.
This should work. I have been using the same toilet brush for the last 2 years and it hasn't turned yet. Another good tip is to be sure and use a toilet brush hanger where the brush is not immersed in its own drainage. this allows for better air drying.

You most likely have iron in your water which over time turns orange from exposure to oxygen. Try The Works toilet bowl cleaner.
