It's given to high-level executives when they sign on with a new company, and it's common to see companies use them as a way to recruit top talent to leave a job they already have and come work for them instead.

Golden hello is a "catchword" which is used when you have excelled in your chosen career. Just picture in your mind, what happens, when a successful boxer shakes hands with the President of a Nation and the President says "Hello, congrats!".

Golden hello is also used when a lady whom you fancy and whom you have been pursuing for so long just, unexpectedly meets you and stretches her hands forward to say "Hello"

"Golden hello" therefore is the same as "golden handshake", the meaning of which I presume you know.
