how can i approach a stranger on this issue?

If you are with this woman and being intimate with her, explore her body, gradually work you way down to her feet, massage them, bring one of her feet up toward your mouth, if she doesn't pull away...proceed with a lick of your tongue. If she still doesn't pull away then put one of her toes in your mouth and see how she responds.
If she doesn't pull away.....she likes it. If she does....do not push....and explore other areas.

If you're in a relationship and you want to bring it up in a sensitive way, then go for it, but expect that she'll say no.
If it's some random woman, I can almost guarantee that she won't enjoy it and you'll creep her out by asking her.
