truth or dare was my favourite silly questions so can do even if young teenagers. buy a cool board game like atmosphere as will scare littlely whilst playing the game when the reaper guys gives out tasks to the players right giggle.
make sure loads of sugary sweets and treats choclate popcorn buy a new ish film to watch and remeber the best sleepovers are mostly not interupted by parents and not planned to a T . have fun

A scavenger hunt around the neighborhood if all of the guests are old enough and be sure the teams are large enough for safety is a fun activity to get the party started. If you make a list of things people won't want returned,you won't have to worry about it the next morning. This isn't exactly a game but we used to do it at sleepovers....face and body painting,you know so it looks like tattoos?

You could play Soul Sisters. This is were you trick a friend into marking up their own face with black stuff from the bottom of a plate.
You secretly take a ceramic or glass plate and using a lighter burn around the back side of the plate so there is black carbon all over it. You sit down in a dark room with a candle across from your Soul Sister. Place the dirty plate down in front of your soul sister (dirty side down) and a clean one in front of you. You hold your plate straight out in front of you and turn it like a steering wheel and tell your soul sister to copy your exact movements. While turning the plate say stupid stuff like "this represents the earth" Then take your finger and make "Imanginary" marks on your face as if you were painting yourself. Say something like "This represents our bond between the earth and us and blabla" Act like this is a serious ceremony. When you are done. Your soul sister will have black stuff all over her face. It's pretty funny.

When you need your Adrenalin pumped up, do the ole high school thing and go t-p a neighbors house. No matter your age, it can be fun. Just no eggs or bad stuff.
Get lots of prior or ask each person to bring some.

you can play that game "I Never" where you say something like "I never kissed so and so" then the next person has to say something like that unless they kissed so and so.
It's actually a drinking game, but if you're under age everyone will hold up ten fingers and if you have done something, you put down a finger. To extend the life of this game, once you have all ten fingers down, you can put one back up if you have done it.
Another thing is a ouji board.
