Hard to answer this qustion without more info..

does it atleast get a dos prompt? can you get into the bios?

to get into the bios you will have to click the f10 or delete key or on some computers it is f1 or f2 key when you first turn on the power

if not then take out the little round battery on the mother board (cmos battery) for 2 minutes.
also take out all your memory chips and reboot using only one memory chip at a time as one of your chips could be bad

if still nothing then you will have to pull out all of your cards IE: sound card, modem all extra cards you have inthere except for video unless you have onboard video as one of your cards could be bad and shorting out the computer

if it still won't boot then it is your processor shop around on ebay on a friends computer for a new one :-O

hope I've helped you.

ps an edit .. when you say won't boot do you get a blue screen? does it see the hard drive and just not booting to windows? may need to reinstall on top of it or just put your xp cd in let it boot to that and select repair from the menu then type in fixmbr at the prompt (thats fix master boot record) if your using ME or 98 boot to a boot floppy and at the prompt type scandisk

did you put the power supply in yourself? if your not nerviouse around the inside of your computer then you should remove your cards and then try to boot like i said above

well if it is not powering up to the harddrives or cd's or bios you should remove all the cards, memory, bios battery then put the bios battery back in and only one memory chip try to boot then if it works then put in your other mem chip try to boot still working? okay then put one card at a time back in untill it wont boot then you will find out what is causeing this stress! if nothing helps then it is the processor or maybe you brought the wrong power supply
