how can i change a new layer to white?? because i am trying to add a border to my project and they r asking me to add a new layer which i did ,and then change the background to white ,,and i have no clue how ...pls help

add new layer, while on the new layer, press D on your keyboard and then "control""delete" that should fill the layer with white, if it fills it with black, press control Z and after press "alt" "delete" it should work
If that layer need to be the background on the "layers" window drag it to the bottom

make you background color white then go to Layer menu
and pick create layer form background.
If you already have a layer pick the bucket tool and color the whole layer white (before that you have to have foreground color picked)
