I love to give my step-daughter a sleep over!!!
She is twelve though.. difference in age.
Bake all kinds of snacks so you all can pig out! Rent movies (that probably wont even be watched) just incase.
Getting out the make-up and hair supplies and have make-overs. See who does the best.
Try a scavenger hunt with the girls. have your parents hide things in the house and you all split up and try to find them. (my step-daughter loved this!!)
Music! Always a plus!

See if you can get one of those big things of make up and have a make over party trying different colors. Work on hair styles, nails, toenails, etc.
I don't think movies are good because everyone wants to talk and laugh. Play music, sing songs, dance.
Ice cream sundaes, have mom buy all the stuff to create different kinds.

How about a spa night? I know you're all a bit young for makeup, but it might be fun just for one night to have your mom or older sister do a makeover on you and your friends, and take photos. You can even do each other's nails and hair, get dressed up and take some funny photos.

just the usual stuff. you know, movies, food, talking till six in the morning. It doesn't have to be overdone in order to have a good time.

we always watched movies, made jewlery ate till we were aboout to explode and talked about boys n stuff...
