I am a landlord and I do not know of any state in this country that allows the water to be turned off PERIOD. Not for any reason. You need to go to the city and turn him in. As a landlord I despise people like that. I have had tenants late many times, but I ask them to keep a communications line open with me and I will work when times are tough. I have NEVER turned off water and never will. You, and all tenants are humans and should be respected unless of course they give a reason not to, then I still do not turn the water off, I just take them court for evection.

Unfortunately if he owns the water meeter he can. They can get by with as much as people will let them. That is why there are so many SLUMLORDS. The ones that expect you to pay rent and they refuse to fix any thing. Depending on your state you have the right to withhold 1/3 of your rent if the landlord does not repair things ASAP.

I know around here that legally they cannot shut off your water at all or your heat during winter. No matter how late you are. Why is your landlord shutting it off. Do you pay them directly or do you pay a utilities director?

11 days late really isn't that late. Talk to your landlord.

In most communities, he can evict you, but not turn off heat or water or electicity.
