The biggest effect is the fact that at latitudes outside of the tropics, sunlight never arrives perpendicularly to the surface. As a result, the highest temperatures cannot be achieved on large scales. The closer to the equator one is, the more direct sunlight is received, and in general the hotter it will be. Latitude is a measure of how far from the equator a location is.
