On my keyboard, the C in Caps and L in Lock is capitilazed. Perhaps the whole thing isn't because they didn't want your keyboard to look like it's yelling at you, as is the case sometimes when someone FORGETS TO TAKE IT OFF AND TYPES LIKE THIS.

Capital letters are supposed to denote proper names { a person's name or a country,for example} and at the beginning of a sentence,as far as I know.
